Harrisburg council refers ordinances, reads multiple resolutions; minutes and one resolution approved unanimously

Harrisburg City Council on the evening it met handled routine business, approved minutes from three recent sessions and read two ordinances and a series of resolutions, referring most resolutions to standing committees for further review.
Council approved minutes for three prior sessions: the special legislative session of July 1, 2025; the legislative session of July 8, 2025; and the special legislative session of July 29, 2025. Roll-call votes recorded those approvals: the first set passed by a vote of 6-0, and the July 29 set passed by a vote of 7-0 after minor spelling corrections were moved and seconded.
Clerk Mr. Trousdale read two ordinances for first reading: Bill 8 of 2025, proposing changes to Chapter 3-333 (curfew) to adjust hours for minors and increase curfew penalties, and Bill 9 of 2025, an ordinance to forgive certain 2023 real estate taxes and strike off tax liens for some historically tax-exempt properties. Both bills were referred to the public safety and administration committees respectively; no committee debates or final readings occurred at the meeting.
The council also took up a series of resolutions. Several resolutions were read into the record and assigned to committees, including Resolution 49 (accepting a $27,173 PennDOT Transportation Alternatives award for Capital Area Greenbelt Paxtang Parkway Veil Restoration Project) to the parks, recreation and enrichment committee; Resolution 50 (up to $250,000 Dauphin County local share municipal grant for Fire Station 1 renovation) to budget and finance; Resolution 51 (ratifying an $83,475 State Fire Commissioners grant application for Fire Station 2 renovation) to public safety; and others that were referred to administration, community and economic development, or public works committees.
Resolution 52, authorizing the submission of a $463,000 DCED multimodal transportation grant application for Hurst Street pedestrian improvements, was suspended for discussion, debated and passed 7-0 (covered in a separate article). Other resolutions were assigned to committees without council debate during the meeting.
