Prison board approves payables after controller reports July canteen and inmate balances

The Lackawanna County Prison Board on Aug. 20 approved current payables for the county prison and community corrections center after hearing the county controller’s July financial report.
Controller Mr. DeBiglio told the board the inmate account balance was $474,845.20 as of July 31, 2025, and the canteen checking account balance was $595,257.11. He said the canteen also held $968,950.86 in a Pennsylvania Local Government Investment Trust investment account that earns roughly $3,423 per month and next matures in January 2026. During July, $92,425.74 was paid from the canteen account for the benefit, welfare and education of county prison inmates, DeBiglio said.
“The controller’s office reviewed the prison inmate and canteen account reconciliations which were prepared by the prison business office for the month of June 2025 and found no discrepancies between the reconciliations and the bank statements,” DeBiglio reported to the board.
Board members then moved to approve the listed payables for the prison and community corrections center. A motion to approve the payables was made, seconded and carried by voice vote. The board recorded no opposition on the record.
The controller concluded his report without further questions. The board accepted the controller’s report by motion and voice vote.
