Sound of Hope wins site-plan amendment; board clarifies first-floor change and inspection requirements

The Planning Board granted a site-plan amendment Aug. 6 for Sound of Hope at 47 Academy Avenue to document changes that moved studio work to the first floor and to show existing basement plans that remain unchanged.
Alan Zang, president of Sound of Hope Radio Network, told the board the organization had previously operated a low-power FM station but now functions primarily as an online media network. Zang said the organization is a nonprofit (501(c)(3) since 2003) and explained that funding constraints prevented work on the basement. He said the current change is to document an interior conversion that moved a small recording studio to the first floor; the basement remains as in the originally approved plan and has not been altered.
A public commenter, Everett Cowley, asked whether Sound of Hope planned youth opportunities and about nonprofit status and access to records; Zang said the organization is a 501(c)(3) and expressed interest in community programming but said operations are currently focused on online platforms. The board also heard from building and fire inspectors who requested that revised plans be provided to their offices and that site visits could be scheduled to verify uses.
Board members and staff emphasized the distinction between the first-floor change before the board and additional proposed second-floor partitioning. The board said the second-floor office partitions are not before the board at this meeting; Zang said the group would bring the second-floor plan back to the board for review when ready. The site-plan amendment passed by roll call; standard conditions require building-department and fire-department review and inspections before work proceeds.
The board approved the resolution documenting the first-floor change so the building and fire departments have an authoritative plan to inspect against; any further interior renovations or changes to floor use must be resubmitted for review.
