Dan Downs, first deputy chief, told the council the city has never before had a formal contract with an ambulance service and that AMR was the only respondent to the city's request for proposals. “We put out an RFP. This contract…was unanimously approved by the RFP committee,” Downs said. City staff said AMR agreed to monthly operational meetings and quarterly reviews with command staff as part of the arrangement.
