Construction update: Staff showed photos of extensive excavation and footing work, reported large retaining‑wall pours, and said concrete and formwork activity will continue. A drone flight is scheduled for Sept. 3; footage will be reviewed before public release, with an expected one‑week turnaround.
Soil testing and disposal: The project team said additional subsurface testing expanded the volume of soil requiring off‑site disposal. At present about 5,500 cubic yards of tested clean soil are being transported to the Grotto Avenue landfill (Hoogendorf), and additional soil may follow. Staff emphasized only soil tested within residential exposure limits will go to that facility. The committee heard that additional testing and commingling attempts salvaged some material but that continuing to commingle and retest was not cost effective and would hamper foundation work.
Budget and GMP timeline: Project staff reported the project is trending approximately $7.36 million into the owner allowance compared with the 60% construction estimate; that figure reflects buyouts completed to date and will change as remaining RTAs (Requests to Award) and buyouts are processed. The elementary‑school GMP amendment is expected mid‑next week (for review by the town attorney and then the school committee). The middle‑high school GMP is targeting mid‑September for completion and will then be routed through contract review.
Other items: Colliers reported strong early concrete test results (many 7‑day strengths meeting or exceeding targets). Staff also noted large demolition and landscaping RTAs remain and that the cell‑tower removal is an outstanding item where the owner may be responsible; legal work is underway.
Next steps: continue excavation and testing, process RTAs and remaining buyouts, receive elementary school GMP amendment for attorney review, and bring the middle‑high GMP to the committee in mid‑September for recommendation to council.
