Valley County commissioners set Oct., Nov., Dec. meeting dates; debate packet deadlines and weekday preference

The Valley County Board of Commissioners voted to schedule regular meetings in October, November and December and discussed preferred weekdays and packet-submission deadlines to give staff and commissioners more time to prepare.
Commissioners agreed to meet on Oct. 8, Oct. 15, Oct. 22 and Oct. 29; Nov. 3, Nov. 10, Nov. 17 and Nov. 24; and Dec. 1, Dec. 8, Dec. 15 and Dec. 22. The motion to adopt those dates was moved and seconded and approved by voice vote, with commissioners saying “Aye.”
The decision followed a lengthier discussion about whether to hold meetings on Mondays or Wednesdays and how far in advance agenda materials should be distributed. One county staff member told the board, “This is your agenda. We will make it work no matter what,” and said staff would set “pretty hard deadlines” for agenda requests and packet submissions.
A representative of the prosecutor’s office urged avoiding Wednesdays because of jury‑trial scheduling and courtroom access. The prosecutor’s office representative said the office would support a one‑week advance deadline for materials but stressed the need for the agenda to be finalized early enough to prepare written materials for the commissioners.
Several commissioners said they preferred Mondays because Wednesdays fall midweek and can create conflicts; others said Fridays would give more time but were less popular overall. Commissioners also discussed a practical workaround for existing local rules that allow the public to file written comments up to seven days before a hearing. One speaker noted that changing that code could take “three or four months,” and recommended in the meantime that staff send materials directly to the commissioners when necessary.
The board asked that staff aim to provide a complete packet one week before meetings so commissioners have time to review materials without working over the weekend. Staff and the clerk’s office said they would attempt to meet that schedule, with the understanding that some late items may still be added to an agenda when required.
The board did not make any ordinance or code changes at the meeting; commissioners approved only the meeting schedule and asked staff to work out the finer details of submission deadlines and distribution with the clerk’s office and county attorneys.
The board adjourned after approving the dates and instructing staff to coordinate packet timing and delivery.
