At Wednesday’s meeting the Valley County clerk’s office recognized election coordinator Kirsten Oxford for earning her Certified Elections Registration Administrator (CIRA) credential and notified commissioners of the county’s fiscal year 2026 budget public hearing and the L2 worksheet schedule for taxing districts.
Clerk’s staff said Oxford’s CIRA certification is a nationally recognized credential for election administrators and that Oxford will give a 15‑minute presentation to the board in coming weeks explaining the certification process and professional coursework she completed.
On budget matters, county staff said the FY2026 budget public hearing was scheduled for 1:00 p.m. and that full budget packets had been posted to the county website and advertised as required, although some commissioners said the packets were delivered to them later than expected. The clerk’s office said it has distributed L2 worksheets to all taxing districts and that the deadline for return to the clerk’s office is Sept. 4; districts that cannot meet that deadline must appear before the board to request a seven‑day extension.
The clerk’s office reported two taxing districts that requested extensions: the City of Cascade (on the agenda for the current meeting) and the McCall‑Donnelly School District (expected on next week’s agenda). Staff explained that the school district is still awaiting final state figures related to a supplemental levy assistance bill and therefore cannot finalize its L2 worksheets.
Why this matters: certification of election staff bolsters local election administration capacity; the L2 worksheet process and public hearing schedule are part of the county’s legal timetable for certifying property tax rates and delivering tax rolls to the state.
What’s next: Oxford will present a short briefing on her certification at a future meeting; taxing districts that miss the Sept. 4 deadline must request extensions before the board and staff will proceed with certification and submission to the State Tax Commission once worksheets are complete.
