Chester council approves multiple handicap parking requests and renames Highland Gardens Playground

Banks, 2107 Madison Street; Veronica Brown, 826 Hughes Street; Derek Flood, 911 McDowell Street; Beverly Howard, 411 Bickley Place; Pamela Hudnell, 1424 Nugent Place; Jeffrey Jackson, 2015 West Third Street; Percy Jackson, 219 Pusey Street; George Leverich, 1114 Remington Street; Michelle Robertson, 1427 Ridley Avenue; Crystal Ann Triplett, 803 Berkeley Street; Donna Willis, 2428 West Fourth Street; and Juanita Willis, 2829 West Tenth Street. The clerk moved the resolution; a second was recorded and the roll call recorded unanimous “yes” votes.
On the park-renaming resolution, the clerk summarized the council’s findings about Vivian Hart’s role in planning, keeping, and volunteering at the Highland Gardens playground. The resolution said Hart participated in planning meetings, helped select and install playground equipment and the site, and organized volunteers to maintain the site. Councilors Green, West and Davis and Mayor Ruth voted “yes” on the renaming and on the item to commission a sign reflecting the new name.
Both votes were recorded as unanimous on the meeting record. No amendments or conditions were listed in the spoken record. The clerk and mayor indicated family members for Vivian Hart were present during the vote.
