The Parks and Recreation Commission on Aug. 27, 2025, conditionally approved removal of two coast live oaks located within the front setback at 102 West De La Guerre, tied to a proposed multifamily redevelopment.
Street Tree Advisory Committee materials and landscape plans submitted with the application show a building that requires a 5-foot setback and a revised wall location in conflict with the trees. Committee members said the project includes planting several new trees on-site and that a one-for-one mitigation (two removed, two planted) is standard practice for privately led redevelopments. "The committee made a recommendation to approve the removals on the condition that two new trees be planted as proposed on the landscape plans and that the commission could make the finding that a reasonable and practical development of the property necessitates the removal of the trees," the staff presenter said.
Commissioners discussed the 1:1 mitigation rationale and whether larger mitigation ratios are appropriate when new trees can fail; staff said the built, urban environment and the plan’s larger-sized trees support a 1:1 approach.
The commission approved the removal with the stated condition and the finding that the redevelopment constitutes a reasonable and practical development of the property. No public speakers addressed the item during the hearing.
