Planning commission maps timeline for general-plan update, schedules review of 39‑lot Jersey Fields subdivision

Planning staff and commissioners said the general-plan update will be the subject of an October 9 work session (staff asked that planning commissions have draft materials ready), an open house on Oct. 22 and a public hearing with a recommendation to City Council on Nov. 13. Commissioners discussed staging: staff will report progress at the Oct. 9 work session, hold the open house Oct. 22, and return on Nov. 13 for a public hearing and recommendation to council.
Commissioners also discussed scheduling a joint work session with City Council in mid-September to review red-line revisions to the general plan and to solicit council feedback early. Commissioners proposed Sept. 18 at 5:30 p.m. as a possible joint session date; staff will send invitations to council and planning members.
On development matters, commissioners previewed an upcoming subdivision application called Jersey Fields, a proposal to create approximately 39 single-family lots plus a detention basin on a parcel off Far West Drive. Commissioners raised multiple topics they expect to evaluate when the formal application arrives: traffic flow and routing for construction and permanent access; whether a second vehicular exit will be required to meet fire code; the design and capacity of a proposed detention basin; and how drive access points and lot orientation could reduce traffic pressure on Far West Drive.
Commissioners and staff noted recent storm events prompted new attention to drainage and infrastructure capacity across the city. Several commissioners said yesterday’s heavy storm highlighted the difference between well-planned retention basins that prevented basement flooding and older areas where trunk lines were at capacity. The commission discussed the need for further data collection (traffic counts and sign data) and for coordination with utilities and developers to prevent repeated over-capacity events.
Ending: Staff will circulate the zoning maps, red-line general-plan documents and site-plan materials in advance of the Oct. 9 work session and will schedule the joint work session with City Council; the Jersey Fields subdivision will be placed on the next planning-meeting agenda for formal review.
