Commission approves Spring Cove site plan for 249 East Thrive Drive

The Saratoga Springs Planning Commission on Aug. 28 recommended approval of a site plan for Spring Cove River Crossing Lot 8, located at 249 East Thrive Drive, forwarding the staff‑recommended findings and conditions to the City Council.
Staff said the 2.72‑acre parcel is part of an approved mixed‑use commercial development and the submitted site plan shows three buildings intended for a mix of small commercial tenants. The plan allows for potential medical offices and small restaurants; the smaller buildings include space configured for drive‑throughs, and staff confirmed landscaping, lighting and parking requirements were met for the site plan review.
Austin Roy, the applicant, was unable to attend and staff member Adam Orum, of Gould Plus Architects, presented the project and answered commissioner questions. Orum said the developer intends to build shell buildings equipped with stubbed mechanical and plumbing systems; tenants would complete tenant improvements after purchase. The developer will form a homeowner’s association to manage shared elements of the project, Orum said.
Commissioners asked about traffic impacts and whether traffic signals would be required at site entrances. Staff and the applicant said prior approvals for the larger commercial development addressed traffic and that any signalization would be expected on Thrive Drive rather than at individual side access points. Staff noted the larger development’s earlier traffic study addressed vehicular access and queuing.
Commissioner Miles moved to forward a recommendation for approval of the requested site plan “with the findings and conditions in the staff report.” Commissioner Mann seconded the motion. The commission approved the recommendation unanimously and staff will forward the site plan to the City Council for final action on any required permits.
