Council awards 2026 mill-and-fill road contract to low bidder; microsurfacing to start in early September

Woodland Hills City Council awarded the 2026 mill-and-fill contract to the low bidder after staff and the city’s engineers reviewed six bids. The low bid — roughly a half‑million dollars — came from Cucorp; engineers verified bids and recommended award.
Public works staff said the award covers approximately two miles of roads that will be milled and repaved with two inches of asphalt, a heavier treatment than the microsurfacing planned for other streets. Council approved the award and directed staff to finalize scheduling with the contractor; the contractor must complete work before cooler weather constrains paving (the council set a practical deadline tied to pavement temperature and seasonality).
Public works staff also reported microsurfacing for an additional set of miles will start soon; the city has told Comcast to complete patching of its recent trenches before microsurfacing begins. City staff said they will notify residents ahead of road work and provide traffic-control plans and suggested they may use Everbridge and social channels for alerts.
The council’s vote approved the low bid and authorized staff to execute the contract and schedule work with completion expected this fall, weather permitting.
