Town attorney presents agreement to donate site for Building Homes for Heroes project for veterans and first responders

Crawford said special legislation adopted by the General Assembly on June 30, 2025, amended the town’s charter and authorizes Mooresville to convey real property, with or without consideration, for affordable housing and for housing for veterans and emergency responders. Under the proposed agreement, Building Homes for Heroes would have 180 days for due diligence and one year to submit applications for required town approvals (site plan and related permits). Closing would occur either within 45 days after due diligence or within 15 days of receipt of approvals, whichever is later. The town would retain a reversionary interest to ensure the property is used for veteran or emergency responder housing.
Crawford said the developer anticipates building about 15 single‑family homes, with construction expected to begin within two years and to be complete within five years after construction starts. The deed restrictions would last for at least 10 years. Crawford said Building Homes for Heroes is a national nonprofit founded in 2006 whose stated mission is building and gifting homes for injured veterans, first responders and their families.
Commissioners recalled the project’s long history; staff agreed to notify the interns and youth council members who originally proposed concepts related to this idea. Commissioner Qualls noted Building Homes for Heroes will screen applicants and manage beneficiary selection, and she said the partner brings private resources and corporate relationships to support construction and landscaping.
