Board directs staff to contract landowner representative for Calleguas ASR study group

The Fox Canyon Groundwater Management Agency on Aug. 27 voted to direct staff to prepare and execute a contract to fund a landowner representative on the Calleguas (Calleguas Municipal Water District) aquifer storage and recovery (ASR) study group.
Dr. Farai Kasseke presented the item and said the Las Posas Valley judgment requires formation of an ASR study group to develop operating recommendations but does not prescribe detailed operating parameters. The judgment specifies membership for the study group—including representatives from Calleguas, FCGMA, the Watermaster and a landowner representative who must be an engineer or certified hydrogeologist—and sets a framework for budget and cost sharing. Kasseke said the judgment contemplates FCGMA paying about 20% and Calleguas about 80% of study costs.
Kasseke told the board the study-group budget provided by Calleguas put FCGMA's Watermaster portion at about $100,000, but that the judgment language requiring parties to bear their own costs for attendance and review could lead some parties to object if basin assessments are used for projects they believe do not benefit them. Staff included an exhibit showing a protest from one party objecting to Watermaster invoicing and payment from basin assessments.
Chair West moved to direct staff to prepare and execute a contract with a landowner representative for the Calleguas ASR study group; the motion was seconded and the chair called for voices. The chair said "All in favor? Aye." and announced the motion carried.
The staff recommendation to the board had been to receive and file the presentation and to provide direction on whether Watermaster should prepare and execute a contract with the landowner representative. The board voted to provide that direction and staff will proceed with contract preparations. The presentation identified Bob Abrams as the proposed landowner representative.
