Tulare County planning commission approves several land-use items; one permit continued for neighbor mediation

The Tulare County Planning Commission on Aug. 27 approved a series of land-use items including three tentative parcel maps, two special use permits, and a tentative subdivision map and continued one contested minor modification to Oct. 8 for further county-facilitated meetings between the parties.

The commission voted as follows: tentative parcel map PPM25-021 was approved (motion passed, 6 yes, 1 absent); tentative parcel map PPM25-022 was approved (motion passed, 6 yes, 1 absent); tentative parcel map PPM25-026 was approved (motion passed, 6 yes, 1 absent); the commission certified a mitigated negative declaration and approved special use permit PSP23-012 (Coldwell Solar 1 LLC) in two motions (both passed, 6 yes, 1 absent); special use permit PSP25-016 (an agricultural service establishment) was approved (motion passed, 6 yes, 1 absent); special use permit PSP25-047 (a 155-foot wireless lattice tower) was approved (motion passed, 5 yes, 1 absent, 1 abstaining); and tentative subdivision map TSM25-003 was conditionally approved (motion passed, 6 yes, 1 absent). Minor modification MIM25-024 / special use permit PSP25-030 (a tree-trimming/ag-service site) was continued to Oct. 8 with direction that the parties meet with county staff beforehand; the transcript does not record a numeric tally for that continuation vote.

Most items were routine, according to staff presentations and short public-notice periods; several received little or no public comment. The continued minor modification drew sustained public testimony from nearby residents and the applicant and will return to the commission after staff-facilitated meetings and potential additional conditions.

The meeting packet includes staff reports, environmental documents, and the conditions of approval noted on the record. The commission’s roll call indicated one commissioner absent for the meeting; the transcript records multiple 6–1 outcomes and one 5–1–1 result as noted above.

Items approved with environmental findings referenced the California Environmental Quality Act and corresponding state CEQA guidelines and local zoning code provisions; several approvals included standard county conditions such as road and fire‑safety requirements and, for the solar project, a mitigation monitoring and reporting plan and financial assurance for site reclamation.

The commission’s next regular meeting was announced for Sept. 10; the continued item will return Oct. 8.
