Huerfano County commissioners approve marijuana license renewal, contracts and repairs; schedule executive sessions

Huerfano County commissioners on Tuesday approved a series of routine permits, a marijuana license renewal and several contracts, and recessed into two executive sessions under Colorado law to discuss property matters and legal advice on the sheriff’s budget.

Staff presented a first-time renewal for a retail marijuana cultivation license identified as ML-24-001 for Focus Buds. Sherry Chamberlain, representing the county staff, said the applicant had no recorded violations from the county inspection and was largely in compliance after on-site repairs to greenhouse and hoop-house facilities. "If you look in our language regulations, it requires them to give us 30 days notice before they renew their application," Chamberlain said, noting a timing mismatch between county rules and the state renewal schedule.

The commission approved the renewal through Aug. 30, 2026, with the standard condition that the business comply with county regulations.

In other actions, commissioners approved an intergovernmental agreement to provide election services for a fire protection district election scheduled for Nov. 4 and authorized a five- or ten-year contract option with Equiture for recording and emergency-dispatch services at the county communications center. Staff said the 10-year option includes an automatic hardware refresh in year six at no additional charge; the initial installation charge in year one is $11,446.06 and the annual service charge beginning in year two is $9,446.06.

The commission also approved a purchase order to Garland/DBS Inc. for community center roof repairs in the amount of $4,982.12. Staff said the work was intended as a short-term repair to limit leaks while the county pursues a longer-term roof replacement.

Commissioners approved a contractor permit for CHD Construction related to water handling for a specific construction site and approved a separate permitting item labeled in the packet as permit 25T0002; staff said the contractor had no prior complaints on record.

The consent agenda, which the commission approved at the start of the meeting, included routine minutes and a set of donations accepted by staff and listed in the packet.

Before adjourning to closed session, staff gave brief updates including a sheriff’s office revenue report for July 2025 and notice from the state auditor’s office that it had received the county’s audit submission. The board scheduled two executive sessions under Colorado Revised Statutes §24-6-402: one for discussion of purchase, acquisition, lease, transfer or sale of real or personal property interests, and a second under the statute’s legal-advice exception concerning the sheriff’s office budget. A county official reiterated that "no decisions will be made" in the executive sessions.

What the meeting did not decide The executive sessions were scheduled and the board recessed into them; no substantive decisions were made in open session on the matters to be discussed in executive session.

Meeting context The meeting included routine county business with limited public comment. Staff said the marijuana business was in its first year of cultivation and that county inspections showed compliance, including functioning cameras and a reported plant count on inspection of 499. Staff also indicated the county may hold an audit committee meeting to finalize outstanding audit items.
