Cochise County supervisors approve amended Bisbee Unified tax rate and county education district levy

The Cochise County Board of Supervisors on Aug. 28 voted 3-0 to adopt amended tax rates and levies for Bisbee Unified School District and the county education district unorganized after county staff said the district and outside reviewers identified errors in previously reported figures.
Stacy, a county staff member, told the board that the Bisbee Unified School District amended its levy after the Property Tax Oversight Commission pointed out an error. "They lowered the rate from 4.9582 down to 3.6829, which is a reduction of 1.2753 or 25.72%," Stacy said. She said the county received the district's official forms later in the day on the 19th.
Stacy also said the county's previously reported unified school district rate contained an incorrect figure that was pointed out by the Arizona Tax Research Association; the county adjusted the county unified rate from 1.5436 to 1.5606 — an increase of 0.0170, about 1.10%. "That was a change from 1.5436 to 1.5606," Stacy said.
A board member moved to adopt "the amended tax rate and levy for Bisbee Unified Schools number 02 and the county education district unorganized as set forth in the attached exhibit." The motion was seconded by Stacy. Chair pro tempore called for the vote; Supervisors Frosby, Gomez and All Antonory voted yes, and the motion passed 3-0.
County staff framed the vote as a technical correction to previously adopted levies rather than a change in county policy. The presenter said the Bisbee Unified School District had to complete its own due-process steps to amend its budget and rate before the county could accept the revised official forms.
The board adjourned after announcing a subsequent special meeting and possible executive session immediately following the current meeting to discuss direction regarding enforcement of a settlement agreement in LaChance v. Cochise County. The board did not discuss the settlement on the record during the Aug. 28 public session.
