Gates County commissioners approve budget amendments, reimbursements and other routine measures in August meeting

The Gates County Board of Commissioners voted on multiple routine and policy items during its August meeting. Most items were adopted unanimously; one reimbursement motion passed on a 3–2 vote after debate about policy and precedent.

Budget amendments: The board approved a slate of twelve fiscal 2026 budget amendments (filed as F26O2 through F26O13) covering grant carryovers, insurance reimbursements, revaluation retainage, a juvenile crime prevention council allocation, transportation vehicle carryovers, a new deputy position in the sheriff’s office, and multiple public utilities carryovers including a meter project close-out and funds available for fluoride testing and mitigation. The clerk and finance staff described the amendments and itemized amounts; commissioners asked for clarifications about recipients and contract vendors. The motion to approve the package passed unanimously.

Citizen reimbursement: Commissioners debated whether to reimburse a private citizen who paid for softball team jerseys out of pocket. Supporters described the purchase as a good-faith effort and argued for equitable treatment; opponents raised concerns about setting precedent and possible audit exposure for paying unbudgeted expenses. After discussion, the board approved reimbursement contingent on receipts by a show-of-hands vote, 3 in favor and 2 opposed. No attorney opinion was on the record during the vote; commissioners said policy and procedure work would follow to prevent similar incidents.

Permit-fee waivers and fee schedule: The board voted unanimously to waive permit fees for volunteer fire departments and to reimburse any recent permit payments made by those departments. Commissioners also approved an update to the county fee schedule to explicitly show that handicap ramp permits are waived — a clarification of a policy already in informal practice.

Salary-setting resolution: The board unanimously adopted a resolution setting the starting salaries for the sheriff and register of deeds for the next term of office in accordance with North Carolina General Statute 153A-92. The resolution sets the sheriff’s salary at $73,595 and the register of deeds’ salary at $52,956 effective for the next term; the county manager explained the change applies only to future occupants of those offices and will be filed with the clerk.

Other routine business: The board adopted a proclamation designating August 2025 as Child Support Awareness Month, approved a slate of committee and board appointments (with one amendment moving an applicant to the Merchants Commerce Center Committee), corrected an item in the July 16 meeting minutes to change the word “approved” to “authorized” regarding a water contract usage, and approved the 2026 meeting schedule and holiday schedule (with minor date adjustments discussed). All of these measures passed by unanimous vote when called.

Board members said they will pursue follow-up work on policy and procedure areas raised during debate — specifically procurement/authorization protocols, closed-session confidentiality concerns, and public records handling — and asked staff to return with formal language and recommendations.
