The Brookings City Council approved two related items on Aug. 12 to transfer existing alcoholic beverage licenses for the Main Avenue South location formerly used by Yessica’s to Rebecca Salas.
For Agenda Item 9b the council approved the transfer of an on-off sale malt license for 4300 South Main Avenue to Rebecca Salas (operating as Oible restaurant per staff presentation). Staff recommended approval and Salas was present at the meeting; council approved the transfer on a roll call vote with members recorded as voting "Aye." The clerk recorded Becker, Tiltonburn, Wendell, Avery, Doran, Hager and Niemeyer as voting in the affirmative.
For Agenda Item 9c the council approved Resolution 25-070 authorizing the city manager to enter a 10-year operating agreement for an on-off sale wine license with Rebecca Maria Salas (listed in staff materials as Cuba Restaurant LLC). Staff recommended approval and the public hearing was opened and closed with no public comments; the council then voted by roll call with the same affirmative outcome.
Staff noted that all standard operating-agreement provisions for on-off sale wine licenses will apply and that the transfers move existing licenses from the former operator to the new operator. No special conditions or penalties were recorded in the action minutes.
