The Brookings City Council approved Ordinance 25-029 on Aug. 12 to adopt budget Amendment No. 6 to the 2025 budget, adding a $120,000 Lowe’s Hometown Grant for library youth and teen shelving and authorizing $54,900 for a preliminary development agreement with Johnson Controls for a chiller replacement study at the City-County Administration building.
Finance staff said the Lowe’s grant will be used to enhance youth and teen areas with new shelving. The chiller project will be developed under a preliminary agreement with Johnson Controls; staff said the city’s share is 48% of the project cost with Brookings County responsible for the remainder under the joint powers agreement. The primary development agreement has been approved by the joint powers board and the Brookings County Commission, staff said.
No changes were made since the first reading, and staff recommended approval. A council motion to approve passed on a roll call vote with council members recorded as voting "Aye." The clerk recorded an affirmative vote by Neimeyer, Specker, Tiltonburn, Wendell, Avery, Doran and Hager.
Staff will proceed with grant implementation for the library shelving and with the preliminary agreement work on the chiller; no further council conditions were recorded at the meeting.
