Staff presentation and code context: Heather Manzo, community development staff, said the property is a corner lot at Armory and Baker. Under city code a fence on a street side yard may be 6 feet tall only if it is set back 5 feet from the property line and has landscaping between the property line and the fence; otherwise a solid fence at a corner is limited to 3 feet in height. The fence at 1102 Armory Lane was installed at the property line and was therefore the subject of a code enforcement case that led to the special‑use permit application.
