Council considered a proposal to subscribe to SMU DataArts so the city's cultural grants and organizations can report with a standardized system that the NEA and other grantmakers use; staff said the tool will help the city compare local arts metrics with regional and national benchmarks and improve grantmaking consistency.
City staff proposed using SMU DataArts as a standard reporting platform for organizations receiving city cultural grants. The Arts and Culture coordinator explained the system is widely used by federal and state grantmakers and would enable Galveston arts organizations to report in a format familiar to national funders, which could improve grant competitiveness.
Staff said SMU DataArts also provides comparative benchmarks so the city can quantify the return-on-investment for different types of grants (education-focused programs versus tourism-driven events) and produce consistent metrics to inform funding decisions. Council members and a county arts official attending the meeting supported the approach and asked for outreach and training for local organizations so they can adopt the platform.
Council approved the request for the city to subscribe and to coordinate outreach and initial training with partner organizations. Staff said the platform will be linked from the city website and that the county intends to participate as a partner in the program.
