Trustees extend district strategic plan one year, approve revised action steps; open proposed strategic‑plan policy for public comment

The Washoe County School District Board of Trustees on Aug. 26 approved a set of revised action steps and metrics for the district strategic plan for the 2025–26 school year, and unanimously approved a one‑year extension of the plan through June 2027.

District academic leaders presented a staff review using a rubric that weighed completion, feasibility (budget), expected student impact and alignment to goals. Staff proposed adjustments across goals, including new or revised action steps that emphasize middle‑school transition supports, clearer and explicit measures for school safety and connectedness, incorporation of MTSS (Multi‑Tiered System of Supports) and a broadened focus on collaborative school supports for high‑need schools. Staff also recommended adding a new action step to expand the district’s English‑learner development model tied to ACCESS performance measures.

Chief Academic Officer Don Angotti and chief student‑services and school‑safety leaders described the rationale: strengthen middle‑school transition planning and events, explicitly call out school‑safety infrastructure and design coordination in facility projects, center MTSS for behavior and attendance systems, and move professional learning‑community work into instructional supports while directing targeted resources to the district’s collaborative (highest‑need) schools.

Trustees asked clarifying questions about metrics, community engagement measures for facilities work and budget constraints. Several trustees praised the recommendation to extend the plan for another year to allow newer strategies time to transition from pilot to full implementation.

After approving the strategic‑plan revisions and the one‑year extension by unanimous vote, the board considered a proposed Board Policy 200 to formalize the district strategic plan in the policy series. The board gave preliminary approval to adopt BP 200 and authorized a 13‑day public review and comment period; Clerk Woodley moved the preliminary adoption and Trustee Phoenix seconded. The board approved that procedural step unanimously.

Next steps: staff will implement the revised action steps during 2025–26, begin planning new strategic elements in 2026–27 with broader stakeholder input, and collect and report the revised metrics to the board. The proposed BP 200 will be published for the 13‑day public comment period required by board process.
