Lincoln board approves interlocal agreement for school resource officers and threat assessment officer

The Lincoln Public Schools Board of Education on Aug. 26 approved an Interlocal Cooperation Act agreement with the city of Lincoln that funds school resource officers (SROs) and a district threat assessment officer.
Board Member Linda Beyer, who reviewed the agreement during the meeting, described it as the district’s annual contract with the city and said it provides eight SROs for high schools, six SROs for middle schools and one threat assessment officer. “This is our annual agreement with the city of Lincoln. It gives us our 8 high school SROs as well as the 6 middle school and 1 threat assessment officer,” Linda Beyer said.
Beyer summarized data the district collects on the program and said the review shows “disparities that exist among student subgroups through over representation” remain a continuing priority while also noting “downward trends in both calls for service and referrals to the juvenile justice system.” She said the program’s governing interlocal board will conduct a data-driven annual review later this fall that will include the most recent 2024–25 school-year data.
Board Member Amy (first name used in the transcript) praised the inclusion of a threat assessment officer as a proactive safety measure. “Having the threat assessment officer is such a banner part of our program and also such a banner reason of a sense of safety,” Amy said.
A board motion to approve the interlocal agreement was made and seconded, and a roll-call vote recorded unanimous approval of the agreement by the board members present (7–0). The motion waived a second reading and approved the agreement at first reading.
Board discussion emphasized ongoing data collection, attention to subgroup disparities in discipline and referrals, and continued partnership with the Lincoln Police Department. The approval maintains existing staffing levels in the SRO program and directs the district and its interlocal partners to continue annual reviews and data reporting.
