The Timnath Town Council unanimously approved resolution 56, series 2025, granting a 25-foot right-of-way easement to Poudre Valley Rural Electric Association (PVREA) on town-owned property described in the packet as "Kilometers South." The easement follows the property’s southern boundary, overlaps an existing overhead high‑tension easement held by Platte River Power Authority, and provides for underground electrical infrastructure and related facilities.
Staff member Mr. Smith presented an orientation of the parcel and the easement alignment. He told the council PVREA will compensate the town $15,281.30. Staff compared the offer to compensation the town received for a prior easement to Northwell County Water District and said the price was in the same ballpark; that earlier transaction had been based on an appraisal.
Councilors asked whether the easement’s language would interfere with the town’s broadband agreements. Carolyn (staff) said the easement language primarily limited rights to electric infrastructure but confirmed that fiber or communications equipment is often included for monitoring and that PVREA’s facilities would not affect the town’s ability to provide broadband service through Pulse.
The council also reviewed a side letter included with the easement that lays out mitigation of construction damages and other details; staff said the side letter is sometimes recorded separately and is intended to document purchase-price and mitigation provisions. Council approved the resolution without objection.
Resolution 56, series 2025, authorizes staff to finalize minor non-substantive edits and accept the payment; staff will record the easement and side letter per standard procedures.
