Residents press council on water-distribution projects and ADA contact/parking concerns during public comment

Stan Nader, a 12 Bridges resident, said he reviewed the city’s CIP tracker and the 2017 water master plan and found only limited water projects in progress; he told council several distribution projects slated for 2022 have not been completed and asked that the city place the matter on a future regular agenda for open dialogue.
Council and staff replied that the water master plan update is nearing completion and that staff will present a full update to council when ready; City Manager Sean Scully said the update should be finalized in roughly a month and will support prioritization of capital improvements.
Several commenters raised ADA and parking concerns. Byron Chapman and Myron Chapman said the city’s ADA complaint form lacked a clearly listed ADA coordinator’s name and contact information; Myron Chapman said the city’s online form omits coordinator contact details and urged the city to make it easier for residents to submit ADA-related issues. Staff confirmed that Will Foote (chief building inspector) is the ADA coordinator and described a multi-department process for handling ADA requests. Staff also said the ADA transition plan is under review and will return to council when complete.
Dr. Steve Lehman, who described his practice as a healthcare service rather than a retail convenience business, requested that the council consider revising parking ordinances to allow designated parking priorities for health-care professionals and their patients. City staff noted parking in downtown is complex because the area predates modern curb and driveway designs, and said staff would develop options rather than single-business exemptions.
Council accepted the public comments and staff committed to bring the water-master-plan update and ADA transition-plan information to future agendas.
