Perris council approves minutes, drainage easement, chamber contract change and committee appointments

The Perris City Council on Aug. 26, 2025, approved routine minutes and a set of consent items, adopted a resolution of necessity to acquire an easement for a master drainage facility, appointed members to an ad hoc road committee and amended a proposed chamber agreement to a one‑year term.
Minutes and consent items - The council approved the minutes of the regular joint meeting held July 29, 2025, and the special joint meeting held Aug. 16, 2025. Both motions passed 5‑0. The broader consent calendar was approved in a single motion with a 5‑0 vote; several items (10j, 10m and 10q) were pulled for separate consideration.
Drainage easement (public hearing) - The council adopted a resolution of necessity to acquire an easement interest on nonresidential property to install a 6x8 reinforced concrete master drainage box (Lateral B‑8) associated with development of Parcel Map 38259. The property APNs referenced were 2294‑200‑006 and 2294‑200‑007. The city engineer described the structure as intended to mitigate drainage north of Harley Knox and west of March Air Reserve Base. The resolution passed 5‑0.
Chamber agreement term and accountability - Councilmember Malcolm Corona proposed, and the council approved, changing a recommended two‑year term for the city’s proposed agreement with the Valley Chamber of Commerce to a one‑year term; the motion to modify the term and approve the item passed 5‑0. During public comment, resident Lupe Gomez requested additional contract safeguards including independent investigation of prior allegations and stronger nondiscrimination language; Gomez submitted redline language to staff and asked the council to require accountability and document preservation. Staff and the council indicated those concerns were on the record and would be reviewed in the contract process.
Ad hoc committee appointment - The council formed an ad hoc committee to negotiate terms of a memorandum of understanding related to development along Ethanac Road and named the mayor and Councilmember Malcolm Corona to the committee; the motion carried 5‑0.
Other votes and items - The council designated a voting delegate and up to two alternates for the League of California Cities annual conference (Oct. 8–10, 2025 in Long Beach); Councilmember Vallejo was nominated as voting delegate and an alternate was appointed; the motion passed. Staff also announced a public works compost giveaway for Perris residents on a future Saturday at Rotary Park.
Public comment highlights - Speakers raised a range of nonagenda issues including: concerns about a third‑party business license contractor invoicing past years (Glenn Crimmins), a reminder about TIP (Trauma Intervention Programs) volunteer recruitment (Magda Stewart), complaints about diesel trucks and alleged noncompliant warehouse operations at Buy Low Wholesale on San Jacinto and Redlands Boulevard (Lupe Gomez), civic events and mutual aid activities from community groups (Jerry Sepulveda, Ashley), and concerns about police drone acquisition raised during prior meetings (Alex Mesa). The council acknowledged the comments and referred several matters to staff for follow up.
The council adjourned in memory of Cesar Salazar and reiterated upcoming community events and staff reports to return to council as needed.
