The Pittsburg City Commission approved a staff recommendation to amend the city’s agreement with Tyler Technologies to acquire and implement a modern financial management, revenue billing and municipal justice system at a cost of $431,577.
City staff described the current financial system as roughly 30 years old and “technically obsolete,” and said the replacement had been budgeted using American Rescue Plan Act (ARPA) funds. The city conducted a qualifications-based selection; staff said four vendors responded and the team recommended Tyler Technologies as the best option.
City finance staff and commissioners described replacing the system as a complex, high-risk undertaking that will better support daily operations and audits. Staff acknowledged there is a possibility of additional costs during implementation if analysis uncovers new requirements, but said they do not currently anticipate further allocations.
A motion to approve the Tyler Technologies amendment passed by voice vote. Commissioner Doc moved; Commissioner Cheryl seconded.
Staff said the city had previously earmarked ARPA funds for the project and expects the amendment to be funded from those allocations. The city also said the finance department has been operating through a period of staffing transitions but expects a new finance director to start after the candidate completes relocation and notice periods.
