Commissioners discussed county payroll data, benefits proposals and vendor transitions during the Aug. 26 meeting, expressing caution about sharing employee payroll files while the county is in the middle of several data transitions.
A benefits representative and county vendors described proposals — including a payroll census the county could provide to produce quotes — and said prompt submission of a last pay stub or census typically yields a proposal within days. One presenter estimated potential savings “based on a 100 employees” and said the county could realize roughly $4,480 (taxes alone) if the program and figures were correct.
Several commissioners and staff said data accuracy and the ongoing transition of payroll vendors (including ADP) make immediate sharing risky. Commissioners repeatedly asked that the county not layer additional vendor complexity onto active data transitions and emphasized the need for clean payroll runs and accurate withholdings before accepting vendor quotes.
After discussion, the commission approved a motion authorizing Aaron Bragerhoff of Optivise (the vendor name appears as “Optivise/ Otevice” in the record) to visit county employees and discuss Washington National benefit options. The motion carried unanimously.
County staff and commissioners also discussed third-party administrator compliance obligations, the need to retain thorough IRS records for any new plan, and timetable expectations. Commissioners asked staff to revisit vendor proposals after payroll reports stabilize and to recheck the payroll census in approximately 90 days.
No contract to change payroll vendors or to adopt the proposed program was approved at the meeting; commissioners limited action to authorizing the vendor representative to meet with employees and directed staff to continue addressing data and compliance concerns before any contract award.
