Boise council approves comprehensive-plan amendment for parcels near South Cloverdale; members press for coordinated planning on southeast growth

The Boise City Council on a unanimous vote approved CUP 25-3, an amendment to the city’s comprehensive plan that removes 128 parcels in the South Cloverdale Road area from the future land use map and asks Ada County to adjust the city’s area of impact accordingly; the council also directed that 20 parcels in the Antler Ridge subdivision be assigned a future land use designation of “compact.”

Council members said the action stops short of expanding the city’s area of impact now but begins a conversation about whether and how the city might encourage denser residential growth in southeast Boise. Diana, a city staff member, said the CUP amendment “remains neutral on the 10 Mile Creek” planning area, meaning the amendment does not change the city’s mapping or the county’s area-of-impact boundary for that planning area.

The amendment is tied to a statutory requirement to identify and negotiate the city’s area of impact with the county before the end of the calendar year, staff said. Several council members said they are curious about exploring development in the southeast — near Columbia Ridge and the city-owned rail line south of the interstate — but emphasized that infrastructure, particularly sewer service, and coordination with Ada County and the Ada County Highway District (ACHD) must precede any annexation or major policy shift. One councilmember noted the potential for impacts on Boise’s largest employers and public safety services if development proceeds without city planning.

Councilmembers asked staff to return with additional policies and data, including sewer plans and options for phased engagement with developers, before the council considers any formal area-of-impact expansion. Members also referenced prior planning work, including East Columbia interim development guidelines, as material the council may revisit when considering future steps.
