Street Committee recommends mayor sign off on ODOT surplus of Highway 20 parcel in Pryor Creek

The Street Committee recommended that the city council allow the mayor to sign a letter stating the city has no objection to the Oklahoma Department of Transportation (ODOT) relinquishing a surplus right-of-way parcel at the corner of Elliott Street and State Highway 20 in the original town site of Pryor Creek.

The parcel is described in the meeting materials as “State Highway 20 NRS 374 C, part of city Parcels Lot 3 Block 17, original town site of Pryor Creek, Mesa County, Oklahoma.” Committee members were told that Sanjeev Gudam, owner of the Prime Stop business on that corner, has requested ODOT surplus the grassy area adjacent to his property so ownership would shift to him.

“ODOT is looking to surplus that…Sanjeev Gudam owns Prime Stop, and he's requested that to be surplused,” said Buddy Glenn, street superintendent, while explaining the location and the request. Glenn said the change would make the parcel his rather than remain ODOT property and indicated he had no objection to the transfer.

Committee members discussed whether the committee must forward the item to council or simply allow the mayor to sign a letter. The committee approved a motion to recommend the city council allow the mayor to sign a letter stating the city is OK with ODOT relinquishing the right-of-way. The motion passed on the committee vote called at the meeting.

The committee did not identify any city obligations or liabilities that would follow the surplus. Glenn said available maps were included in the packet and that ODOT crews had been observed inspecting the site; he said he believed resurfacing work on the adjacent drive may be planned by ODOT but no formal city plans or impacts were described at the meeting.

The committee’s recommendation will be forwarded to the city council for final action; the committee’s action authorizes the mayor to sign an approval letter to ODOT in support of the surplus.
