The Escondido Planning Commission voted 6-0 on July 22 to recommend that city council approve amendments to the city’s general plan that update the community protection element and add an environmental justice chapter to the community health and services element, and to adopt an addendum to the 2032 General Plan Final Environmental Impact Report.
City planner Veronica Moronis, who presented the item, told commissioners, “Our request this evening is to approve the updates to the community protection element and the addition of an environmental justice chapter to the community health and services element of the general plan and the associated CEQA document and addendum to the final impact report.” The commission’s action was recorded as Planning Commission Resolution 2025-07.
The amendments respond to multiple recent state laws and to the city’s housing element update, Moronis said, and were prepared after outreach dating to 2021. Staff said the package includes changes to align the safety-related “community protection” chapter with state safety requirements and to add environmental justice (EJ) goals and policies to the health and services chapter.
