Public Works to reinstate bridge maintenance job; several county positions to remain idled

The Shawnee County Commission on July 28 approved a Public Works request to keep multiple long-vacant positions idled while reinstating one bridge maintenance position.
Courtney Asked, identified in the record as the director of Public Works, told commissioners that three positions would remain idled but requested the bridge maintenance position be reinstated. The director said restoring the bridge role and filling the bridge crew would let the department split that crew into two three-person teams, which the department said would enable it to address small culverts at a faster pace.
Commissioners asked whether "idled" meant unfunded. Finance and HR staff explained the positions are listed as vacant and idled because they have been unfilled for more than a year; when idled the county does not budget wages and benefits for them, and the action is intended to avoid requiring repeated formal reopenings should budget circumstances change.
The commission approved the request by unanimous vote, 3-0. County staff said the reinstated position would be filled consistent with the department—s budget and hiring practices.
