The Florence City Design Review Board approved a certificate of appropriateness to replace an existing asphalt shingle roof with a red (burnished-slate) standing-seam metal roof at 109 West Laurel Street.
City staff said the property is in the D1 Redevelopment Overlay District and is a conditional commercial reuse property. Staff presented photos showing the existing condition and noted a neighboring building that already has a metal roof as precedent; the applicant provided a physical sample of the proposed color.
Ronald Banks, who identified himself as the applicant and recent purchaser of the property, told the board the building had been vacant for at least 10 years before he bought it and that he had cleaned up overgrown vegetation. Banks said the proposed metal roof would be provided by Homewood Metal Works and that the product is a standing-seam profile with a 30-year warranty against rust and a 10-year color warranty; he said he had used the same material on another building with good long-term results.
Board members asked whether the standards distinguish standing-seam panels from other metal panel types; staff responded that the item required board review because it was a change from asphalt to metal, and that the proposed color met guidelines. A motion to approve the application “as submitted” passed by voice vote and the certificate will be issued.
