Staff recommended accepting the proposed tariff filing with an effective date of Aug. 27, 2025, and requiring Delmarva to continue filing quarterly earned-return reports so the commission can assess whether the utility is overearning.
Delmarva said the request promotes administrative efficiency and noted it had not earned its authorized rate of return under current rates in the most recent quarter. The Office of People’s Counsel said it did not oppose the request and agreed with staff that continued quarterly earned-return reporting was appropriate.
The commission approved the request and accepted the proposed tariffs for filing with an effective date of Aug. 27, 2025.
