Nevada State Board of Cosmetology declines immediate suspensions after prostitution citations for five salons

Board staff presented facts and recommended against temporary suspension for each matter; board members then moved, seconded and approved motions to decline suspension. The board discussed the matters under the authority cited in the notices (NRS 644.8855), which allows the board to consider an immediate temporary suspension lasting up to 15 business days while an investigation proceeds.
In the first case, staff reported that Lucky 777 Spa (license S-708561) — located at 5085 W. Sahara Ave., Suite 133, Las Vegas — had a female employee cited for soliciting prostitution. Staff recommended no temporary suspension. Board member Detre moved that S-708561 not be suspended at this time; a second was recorded and the motion carried.
The board next considered a citation for licensee A-47636 (Yaqu Wu), described in the staff presentation as an actively licensed aesthetician cited at Lucky 777 Spa. Staff again recommended no temporary suspension. Board member Detre moved that license A-47636 not be suspended at this time; Board member Jeffers seconded and the motion carried.
The board reviewed a similar report for Kaya Spa (license S-709635), at 3380 E. Russell Rd., Suite 102, Las Vegas. Staff said an employee was cited for soliciting prostitution and recommended not to suspend the establishment. Board member Detre moved that S-709635 not be suspended at this time; the motion was seconded and carried.
Q Day Spa (license S-708751), at 4170 S. Decatur Blvd., Suites D1 and D2, Las Vegas, was the next item. Staff reported a female employee was cited for soliciting prostitution and also noted the cosmetology establishment license for S-708751 had expired on May 25, 2025. Staff recommended no temporary suspension. Board member Detre moved that S-708751 not be suspended at this time; Board member Jeffers seconded and the motion carried.
Finally, the board considered license A-106191 (presented as "A106191" in the record), identified as an actively licensed aesthetician cited at Q&A Spa at 4170 S. Decatur Blvd. Staff recommended no suspension; Board member Detre moved that A-106191 not be suspended at this time, a second was made, and the motion carried.
The board did not state individual vote tallies or record each member's vote by name in the public transcript; each item was resolved by a motion, second and an audible "Aye" with the chair announcing the motion carried. No board direction to staff or further conditions were recorded on the transcript for any of the five matters.
