El Mirage council delays approval of July 8 minutes after members dispute accuracy

At its Aug. 18 meeting the City of El Mirage Common Council debated the accuracy of minutes from a July 8 special meeting and ultimately voted to table adoption of those minutes to a future meeting for additional review.
Council Member Gentry raised concerns that several lines of dialogue were missing or inaccurately recorded in the July 8 minutes, including what she said were verbatim quotations of the city code of conduct related to verbal allegations and sanctions. Gentry told the council she had discussed corrections with the city clerk but still found the minutes unclear.
The city attorney told the council that minutes are not intended to be verbatim transcripts but are a record of what was discussed and that the council’s meetings are recorded separately. Council Member Aldridge and others said they had reviewed the video of the July 8 meeting and argued that opposing remarks and reasons for dissent had not been captured in the draft minutes.
A motion to approve the minutes as presented by staff was made and seconded at different points in the discussion, but council members differed over which version (original or amended) the motion covered. After procedural back-and-forth in which a second to an amended motion was withdrawn and an original-motion attempt failed for lack of a second, Council Member Norton moved to table the minutes to the council’s next meeting for the city clerk to make corrections; that motion passed on a voice vote with one recorded opposition.
Mayor and council members asked that any amendments or proposed corrections be circulated to council members before the next meeting to allow adequate review. Several members emphasized that minutes are legal records and requested clear, accurate certification by the city clerk before adoption.
The minutes debate occurred during agenda item 5.1 (the pulled consent-minute item). The council also approved other consent-agenda items earlier in the meeting by voice vote (consent items 4.2–4.5), as part of routine business.
