Council approves routine transfers, establishes transfer-review ordinance and schedules further bond consideration
Summary
On Sept. 9 the Scott County Council approved several intra-budget transfers for the transfer station, building commissioner and EMS, passed an ordinance requiring council approval for transfers between major budget categories, approved minutes, and tabled bond ordinances to Oct. 14.
At its Sept. 9 meeting the Scott County Council approved several budget-line transfers and a new ordinance clarifying that any transfers between major budget classifications must come before the council.
Transfers and resolutions - Transfer station paving (Resolution 2025-10): The council approved moving $12,000 from a line labeled for legal fees related to murder trials to a repair-and-maintenance line to pay ADEM-required paving at the transfer station. The request was presented as a transfer within the commissioners’ budget; the council moved and seconded the resolution and approved it by voice vote.
- Building commissioner longevity (Resolution 2025-11): The council approved a $600 intra-budget move for the Scott County building commissioner, shifting funds from dues and subscriptions to a longevity line after the commissioner became eligible for the longevity payment. The motion passed on a council voice vote.
- Scott County EMS transfers (Resolution 2025-12): The council approved a set of intra-department transfers within EMS, moving funds from ambulance equipment and maintenance to uniforms, to fuel/vehicle maintenance, and to medical supplies — the total transfers were discussed and approved on voice vote.
Ordinance on transfer authority - Ordinance 2025-33 (authority to transfer within county funds): The council approved an ordinance to codify that transfers (including reappropriations and line corrections that cross major budget classifications) must come to the county council. The ordinance reflects an intent to centralize oversight of appropriations that move money between major line categories.
Minutes and adjournment - The council approved minutes from July 8, July 15 and Aug. 12, 2025, and adjourned the meeting.
Tabling of bond ordinances - The council also tabled two bond-related ordinances — Ordinance 2025-48 (judgment funding bonds) and Ordinance 2025-49 (additional appropriation for bond issuance) — until the Oct. 14 regular meeting. (See separate article for the bond debate.)
Details recorded in the meeting show that several transfers were described by staff as necessary to comply with ADEM requirements at the transfer station and to cover department needs. Council members said transfers in prior years had sometimes left appropriations short and that tighter oversight of transfers and line corrections was needed.
