Johnson County commissioners approve consent agenda, infrastructure contracts and administrative changes
Summary
At the Sept. 22 meeting the Johnson County Board of Commissioners approved the consent agenda and voted to authorize multiple infrastructure design supplements and contracts, a special-event permit, transportation and court-project actions, employee handbook edits, claims and a first reading amending a county ordinance from 300 to 500 feet.
The Johnson County Board of Commissioners approved the consent agenda and a slate of routine infrastructure, administrative and permitting items at its Sept. 22 meeting.

- Consent agenda: approved (motion and second recorded; voice vote). Items included routine annual agreements, grant applications and ratification of a construction change proposal.
- Five-year lease: approved (motion carried).
- Animal shelter additional allocations for professional services and utilities: approved (see separate article for discussion).
- Planning & Zoning — approval of a stormwater easement for property at 45440 Warrior Trail, Whiteland: approved.
- Highway items (approved together): design supplement with Hanson Professional Services for Bridge 602 (Smith Valley Road), contract amendment with Strand and Associates reducing the Bridal 85 contract, MPO-funded school-zone flashing beacons project in unincorporated areas (Shrewsbury and Associates), and ratification of an N.DOT LPA engineering agreement for Bridal 61 (600 West near 300 South, Union Township).
- Special-event permit: Brentwood Homeowners Association fall block party Oct. 11 — approved contingent on indemnification/hold-harmless agreement and certificate of insurance; checkpoint agencies had reviewed the request.
- Public mass transportation fund CY2026 operating assistance application: approved.
- Correction of award for the court administrator’s office project: board confirmed award to Vision Specialties Group per corrected specifications.
- Employee handbook changes: approved; changes included clarifying employee assistance program availability, FLSA overtime clarification and removal of an outdated county cell-phone policy.
- Claims and credit-card approvals: approved following auditor responses to questions.
- Ordinance 2025-O-11 (first reading): amendment to Johnson County Code title 35 changing a specified safety distance from 300 feet to 500 feet — first reading approved.
Why it matters: The votes advance design and construction projects funded through a mix of county, MPO and state programs, authorize operating-assistance grant applications, and make housekeeping changes to county policy and procurement.
Most motions were moved and seconded with voice votes recorded as “Aye” and the chair announcing the motion carried.
