Michigan House reads dozens of bills for first time and refers measures to committees; no quorum

The Michigan House of Representatives on Tuesday read into the record a large package of bills and referred them to standing committees for first consideration, then adjourned for lack of a quorum until Sept. 16, 2025.
Clerk Scott Starr announced bills that were reproduced and made available electronically on Sept. 9 and Sept. 10, including House bills 4849 through 4860 and numerous subsequent introductions. The chamber also received several Senate bills and a senate joint resolution. Many representatives offered bills on the floor; nearly all were read for the first time and referred to the committees specified by the presiding officer.
The items covered a range of subjects commonly handled at first reading. Committees named for referrals included Appropriations; Health Policy; Regulatory Reform; Education and Workforce; Economic Competitiveness; Transportation and Infrastructure; Natural Resources and Tourism; Judiciary; Families, Veterans and Seniors; Communications and Technology; and Rules. Examples named in the clerk’s reading included bills to amend the revised school code, the public health code, the occupational code, the Michigan vehicle code, the general sales tax act, the state school aid act of 1979 and the Natural Resources and Environmental Protection Act.
Representative Sarah Leitner, chair of the House Judiciary Committee, reported a committee action on House Bill 4596 recommending passage without amendment and said the bill would be placed on second reading. Aside from that committee report and the clerk’s reading of introduced measures, there was no recorded debate on individual measures during the session.
Because a quorum was not present, the presiding officer announced the House would stand adjourned until Tuesday, Sept. 16, 2025, at 1:30 p.m. The clerk closed attendance and the tally display before adjournment. No floor votes on the introduced bills were recorded in the transcript of this session.
