Housing Authority staff told the board the city owns the underlying property for two mobile home parks on Lambert and that most rented spaces are occupied by residents who own their mobile-home units; the city directly owns a handful of the units and several site buildings. Staff described the roofing work as a maintenance project covering three buildings that include clubhouses, management offices and a laundry room; an apartment on one property is not included in the reroofing.
The action was taken by a single motion to approve the consent calendar (items 1–3) and carried unanimously. Voting yes were Director Lamkin, Director Nixarian, Director Gomez, Vice Chair Medrano and Chair Espinosa.
Why it matters: the two mobile home parks provide low-income housing options in La Habra, and the authority has invested in infrastructure at the properties in recent years, staff said. That ongoing investment has included street repaving, water-main replacement, landscaping and exterior improvements, staff added.
Discussion and context: a member of the governing body who identified themselves as new to the city council asked for public-facing information about the city’s interest in the properties and what the city owns there. The meeting included a routine roll call and proceeded directly from public comment to the consent calendar; there were no public hearings or separate consideration items on the agenda. A board member noted the city’s long-standing ownership of the parks dating to negotiations by former City Manager Lee Reisner.
