Port Arthur planning panel approves four replats combining lots in residential and commercial areas

The Port Arthur Planning and Zoning Commission approved four replat applications — R25-15, R25-16, R25-17 and R25-18 — during its Aug. 18 public hearing, the commission’s staff reported.
The four items were described by planning staff as requests solely to change parcel boundaries; none proposed rezoning. Notices were mailed to adjacent property owners at least 15 days before the hearing for each case, staff said.
R25-16 covers two parcels at 4201 and 4225 Lake Arthur Drive owned by iTex Partners Holdings LLC and Autumn Chase Park LTD and would replat Park Central Village and Park Central Nursing Home into a single tract called Autumn Chase Park, totaling about 7.728 acres. Staff said the current zoning is high-density residential and the comprehensive plan calls for high-density residential. No members of the public spoke for or against the item.
R25-17, filed by Deepthi Nguyen and Jonathan Clay House with Saltac/Saltex Surveyors, is a replat in Port Acres that would combine eight lots and part of an abandoned alley into a single tract for an existing pool hall at 2949 Gulfway Drive; staff corrected the record to note the property is 0.6432 acre.
R25-18, for Jefferson County Commons LLC at 3513 Twin City Highway, would divide Tract 1 of Jefferson City Shopping Center Plat into two tracts (1-A and 1-B) to create a new commercial tract in front of the existing shopping center; staff said the total acreage is about 20.6438 acres and that no opposition letters were received.
R25-15 and the full legal descriptions for each replat were presented in staff materials distributed before the hearing. For each item staff emphasized the commission’s legal role: "our job is just to focus on the lot lines," a planning staff member said when commissioners asked whether the commission was being asked to consider proposed building plans.
Commissioner Rosslyn Queen moved to approve R25-15 through R25-18; a second was recorded. The commission conducted a voice vote; the chair called for those in favor and commissioners responded "aye." Staff recorded the items as approved during the meeting.
No letters of opposition were reported for the four items and no public speakers spoke against them during the hearing.
