Eagan council rejects lone bid for sewer/storm lining contract, orders rebid

The Eagan City Council on Aug. 4 voted to reject all bids for Contract 25-12, a project to line sanitary sewer and storm sewer pipe and rehabilitate related manholes, and authorized staff to readvertise the work.
City staff told the council the city received a single bid that was “quite a bit higher” — nearly twice the engineer’s estimate — and that staff did not feel comfortable presenting that lone response for award. Russ (staff member) said rejecting the bids and reworking the solicitation will allow the city to revisit the engineer's estimate and the advertisement timing. "We need the work to be done. The plan would be to rebid it," he said.
Grant, representing Hyperline (a contractor that submitted the lone bid), spoke to the council and said he supported the city's process and acknowledged market volatility that has pushed some bid prices higher. He told the council the schedule is tight and that, because of timing, a rebid could prevent his firm and its partner from completing the work this year.
Council members discussed time sensitivity and possible alternatives. Russ told the council that at least one manhole structure shows degradation and that staff could consider rebidding just that component on a smaller scale to potentially allow contractors to fit the work into 2025 schedules. He also said rebidding the entire package could push construction into 2026.
A motion to "reject all bids for Contract 25-12 and authorize the readvertisement for bids" was made, seconded and approved by voice vote. The council did not record a roll-call tally in the public portion of the meeting.
Background and context: staff explained the lining approach is often used where pipe repair by excavation would be more disruptive, particularly under busy roadways. The council was told the single bidder is a contractor the city has successfully worked with on prior projects; the rejection was framed as a procurement and scope/timing decision rather than a reflection on that contractor's qualifications.
The decision directs staff to refine the solicitation and rebid. Council and staff said they will seek options to address the most time-sensitive structure sooner if possible; no contract award was made at the meeting.
