Taylor P&Z approves 1,216-acre Samsung Taylor final plat; staff and HDR say technical issues resolved

The Taylor Planning and Zoning Commission unanimously approved the Samsung Taylor final plat (PZ2022-1604) on Sept. 9, 2025, covering about 1,216.33 acres within the southern portion of Taylor city limits.
Mark Evans of HDR, who led plan review work for the project, told commissioners the project team and city staff had addressed a long list of review comments dating back to the initial submission in 2022, including easement identification and relocations, coordination with utilities and resolution of overlapping water-easement conflicts along Samsung Highway. Evans said the development agreement negotiated with Samsung earlier in the project allowed some development steps to proceed out of the typical order (noting that in this case buildings were permitted before final plat recordation), and that HDR had led plan reviews and onsite inspections for the city.
Evans reviewed the site components shown on the plat and supporting materials—wastewater treatment and effluent outfall, substations, gas-plant areas, detention ponds, parking and the main fabrication facility—and said city and project teams had resolved the remaining issues. Planning staff recommended approval; Vice Chair Frasier moved for approval and Commissioner Avila Sorsberg seconded. The commission approved the final plat 8-0.
Evans and staff said future expansions or additional fabs would require new site plans and permits; the plat covers the full 1,216.33-acre parcel, and further site-specific work would be handled through administrative site-development and permitting processes.
