On Sept. 9, 2025, the Taylor Planning and Zoning Commission voted 8-0 to recommend approval of the City View Plaza preliminary plat (PZ2025-2470), a proposed subdivision of about 28.594 acres along the western side of Carlos G. Parker Boulevard near Cary Avenue.
Planning staff presented the application and recommended disapproval in its first review, citing formatting omissions (owner, surveyor and engineer contact information), missing point-of-beginning and metes-and-bounds descriptions, outstanding engineering comments related to drainage and existing outfall easements, and an incomplete utility schematic showing where water and wastewater connections would run. Staff said the preliminary plat did not conform to the minimum requirements of the City’s Land Development Code and Engineering Manual and asked the applicant to resubmit after addressing comments.
Despite staff’s recommendation, Commissioner Roy moved to recommend approval; Commissioner Gonzales seconded. The commission approved the recommendation 8-0. The commission’s motion and the vote were recorded; staff indicated the standard next step would be resubmission to address outstanding comments and later submission of subdivision improvement plans, final plat and site development plans as the project progresses.
