Dimmit County commissioners approve routine reports, property sales and multiple purchases; several items tabled

The Dimmit County Commissioners Court on Aug. 25 approved routine monthly reports, several property resale and private-sale transactions, equipment purchases and service agreements and accepted a donation, while tabling items requiring further legal or budget review.

The court voted to approve minutes from the Aug. 11 meeting and accepted monthly reports from justice of the peace precincts, the district clerk, county clerk and the county treasurer, among others. The court also approved multiple property transactions brought by the county tax office and public resale staff, including deeds or public resale processes for properties with account numbers 10966, 19368, 13348 and 13051; the court authorized the public resale process on property account 13914/14067 and approved other private resale actions that would return tax-delinquent parcels to the tax roll.

Commissioners approved several equipment purchases and renewals brought by road-and-bridge and other county departments: a lease renewal and service agreement with Xerox Quality Print Solutions for a precinct copier/printer (60 months at a stated monthly cost), the purchase of two pickup trucks for Precinct 4 to replace older vehicles, a zero-turn mower for the landfill (Precinct 4), and several other routine capital-equipment requests presented during the meeting. The court also approved a purchase of a Kubota tractor and related equipment and accepted a $500 donation for a back-to-school event for Meadowview GRAMA.

Several administrative and fiscal measures passed, including a budget adjustment to cover insurance and professional services and acceptance of the county's quarter-3 investment report. The court authorized the engagement letter for a financial-assurance review related to the county landfill, which must be filed with the Texas Commission on Environmental Quality to avoid bonding requirements.

Not every item passed. The court tabled multiple items during the session for follow-up: the Xerox lease renewal was initially tabled pending pricing documentation and later recalled and approved after additional information; a proposed oil-and-gas lease-of-interests item (Verdun Oil & Gas request to waive competitive bidding for fractional county interests) was tabled for attorney review; a $50,000 county grant request to support housing work by Neighborhood Housing Services of Dimmit County, Inc., was discussed at length and ultimately sent back for additional legal review and drafting of protections (including an MOU or language to address tax-exemption risks associated with work by 501(c)(3) entities); and a proposed purchase of a new motor grader was tabled while county staff and the auditor reconcile equipment inventory and ownership questions raised during the meeting.

Votes were taken largely by voice: most approvals were announced by the court as "All in favor? Aye. Any opposition? Motion carries." Where specific motions were recorded, county staff noted mover/second on the minutes.

The court recessed the commissioners court and convened a short public facilities meeting at the close of the regular session.

Ending: Court members said follow-up materials and attorney-reviewed drafts will return to a future commissioners court agenda for final action on the tabled items.
