Council passes several ordinances and resolutions; approves appointment, land-use changes and equipment financing

South Salt Lake City Council on July 23 approved a package of ordinances and resolutions across multiple departments during a regularly scheduled meeting.

Votes at a glance (items approved or advanced):

- Appointment: The council gave advice and consent to appoint Brandon DeGaffenreid from civilian review board alternate to regular member. The motion passed on roll call.

- Police department fees: The council adopted an ordinance amending police department records fees; Aretha Edwards, records supervisor, presented the request and the ordinance was approved on roll call.

- General fees/media devices: Council approved an amendment consolidating media-device fees to a single $15 rate in the consolidated fee schedule.

- City recorder fees: The council amended recorder fees to add a $50 24-hour late filing fee for campaign finance reports (stated as allowed by state law) and changed the per-page rate for GRAMA requests to $0.25. The ordinance passed by roll call.

- Moderate-income housing plan: By resolution the council amended the South Salt Lake General Plan 2040 to adopt the 2025 updated moderate-income housing plan. Staff said the planning commission reviewed the plan and provided a favorable recommendation.

- Fire apparatus financing: The council approved a resolution supporting equipment financing for a leased Velocity pumper for the fire department. Fire Chief Terry Addison said leasing the new apparatus would save the city about $115,000 compared with other procurement options.

- City facility overlay and zoning: Council created a city facility overlay land-use district (ordinance) and separately amended the zoning map to apply that overlay to the parcel at 3291 South 900 West; both measures received unanimous positive votes. Staff said overlays revert to original zoning when city facility use ends and noted planning commission positive recommendations.

- Commercial neighborhood district: The council amended chapter 17.03 to reduce the minimum lot requirement in the commercial neighborhood zone from one-half acre to one-quarter acre to facilitate redevelopment; the planning commission had forwarded a positive recommendation and the ordinance passed on roll call.

- Conveyance of property (interlocal agreement): The council considered an interlocal agreement with Salt Lake County to convey county-owned property for a law enforcement facility (the county approved the conveyance with a caveat that the city must begin construction within five years). The council voted to move this resolution to the next regular meeting for formal approval; staff said the county has already signed and the deed includes the five-year ground-breaking requirement and a law-enforcement-use restriction.

All of the above ordinance and resolution items were presented by city staff and generally received brief council discussion before unanimous roll-call approval. Several items were discussed at prior work sessions or planning commission hearings and staff noted the prior public review.

Why it matters: The package updates multiple municipal fees, advances planning and land-use updates intended to spur redevelopment, adopts the updated moderate-income housing plan required by state timelines, and funds essential public-safety apparatus. The property conveyance item will return for a formal council vote after additional review.
