Tulsa County launches live streaming, approves routine procurement and hears updates on transitional housing and juvenile detention

The Tulsa County Board of County Commissioners on July 28 began live-streaming meetings and approved a series of routine procurement, permit and administrative items while hearing operations updates on the county’s Transitional Living Center and juvenile detention facility.

A county official announced the meeting was the first to be live streamed, and commissioners thanked information-technology staff for implementing the system. The board approved a broad consent agenda that included bid referrals, construction payments and vendor awards with little substantive debate.

The live-streaming rollout was described as a transparency measure; the official said the county will post video recordings after meetings and warned speakers that microphones pick up comments. Separately, Ethan Hutchins, the county’s new public information officer, introduced himself to the board and said, "I'm 3 days on the job, so please be, kind to me." Hutchins also noted his prior experience as a public information officer with the Broken Arrow Police Department and an eight-year career in news reporting.

Commissioners and staff introduced April Murphy as the newly promoted manager of the county’s Transitional Living Center. Murphy described recent resident activities and services and gave a head count of occupants: "Currently, we have 48 families, staying with us. And we have we have 1 single room that 1 was filled over the weekend and we have 2 family rooms, 1 being filled today. The next will be built tomorrow will be at full capacity." She said staff recently took several families to the aquarium and plan a back-to-school event with haircuts, school supplies and uniforms.

Richard Parker, providing the juvenile detention update, said staffing showed modest improvement: the facility conducted four interviews, forwarded two candidates for further consideration and recorded five new hires during the reporting period. Parker said building repairs are underway with Paul Davis Restoration addressing interior leaks. He described a drainage problem at the facility that will require further work: "the front of the building is actually higher than the grade at the back of the building. So water just seeps right in there. And the recreational yard, really doesn't have any drains. So all of it runs into into the scenes in the building as well. We'll have more information on that later." The board accepted and filed the juvenile detention report.

On procurement and consent items, the board opened a bid process for replacement tires (several vendors were listed during the bid opening) and moved one competitive bid to procurement for review. The treasurer's office was awarded a contract for a counter renovation to Simple Plains Concrete Cutting Company. The board approved permits and utility requests that included Cox, East Central Electric Cooperative and Mulgrew County Rural Water District No. 6, accepted multiple agreements and amendments, approved training and travel, and authorized construction program payments for projects listed as Vision Tulsa County and TCIA. Each motion on the consent agenda was moved, seconded and recorded as approved with affirmative votes noted on the record.

During the meeting the board also voted to proceed with actions discussed in executive session; the motion to "proceed as discussed in executive session" was made, seconded and approved on the record. The meeting adjourned after the board completed its agenda.
