Erie EAC asks mayor to commit $50,000 to complete local climate action plan

The City of Erie Environmental Advisory Council on July 23 said it formally sent a letter to Mayor Schember requesting $50,000 to hire a consultant to complete the City of Erie Local Climate Action Plan (LCAP).
The letter, dated July 15 and read into the record by the council chair, states the LCAP process began in February 2022 as an administration initiative and cited participation with Penn State University and the Pennsylvania Department of Environmental Protection’s local climate action plan program. The council urged the administration to approve $50,000 for a consultant to analyze greenhouse gas data, recommend strategies balancing equity and energy efficiency, and complete the plan.
Council members discussed confidence in the $50,000 estimate. A member said the group had informally priced work with consultants and believed $50,000 was an appropriate starting figure. No formal vote was recorded at the meeting to approve sending the letter; the chair said the letter had been sent and staff acknowledged a scanning issue delayed delivery until the day before the meeting.
The letter asked only that the mayor commit the funding; it did not direct a specific funding source and noted that sources could include ARP or the general fund. Council members said the LCAP would inform policy on emissions, tree planting, energy reduction and resilience.
