RDC approves $153,444.70 change order for Hopewell West; completion date extended to Nov. 15, 2025

The Bloomington City Redevelopment Commission on Sept. 2 approved Change Order No. 1 for the Hopewell West redevelopment project to add soil-management and stockpiling work to the contract.
Roy Eaton of the city engineering department told the commission the contract was originally awarded for $1,687,318.85 and that Change Order No. 1 adds $153,444.70, bringing the final contract amount to $1,840,763.55. The change order also adds 14 calendar days to the contract schedule; the new final completion date is Nov. 15, 2025.
Eaton said the additional scope reflects a soil management plan required across the aggregated redevelopment blocks; stockpiling and testing procedures were not realized before bidding and the work surfaced after contractor mobilization. Eaton said tests have not yet returned and that the plan is to test material and reuse on site if the samples meet safety standards. He said: "If it comes back clean through the testing process, then it'll be reused. Otherwise, it'll have to be taken off-site, which will come back for a different additional [action]."
Commissioners pressed staff on the contract numbers and whether the resolution text accurately reflected the new not-to-exceed amount. Staff acknowledged a needed revision to the resolution language to update the not-to-exceed figure to the revised total. The commission approved the change order by roll-call vote; staff listed a follow-up task to revise the resolution text and provide an updated contract summary.
Why it matters: the approval funds remediation and handling for soils discovered during early construction work and adjusts the construction schedule. Whether soils can be reused depends on pending test results; off-site disposal would require additional actions and costs.
What’s next: engineering staff will update the resolution text to show the corrected contract total, continue soil testing and report back if off-site disposal or further changes are required.
